The secret to getting cheap Facebook traffic is threefold: provide plenty of engaging content on a Facebook Fan page and promote that content with the lowest bid possible.  Then build up an audience from the visitors who visit your page.  Then retarget that audience hard and you will get very cheap clicks and good conversions.  The content on your fan page can be promoted cheaply and will even get you some leads and sales; however retargetting your audience ensures even cheaper traffic with a much higher CTR, meaning it has much higher quality, leading to more engagement, leads, and sales.

By narrowing your targetingoptions, you can reduce the number of people who see your ad and increase thelikelihood that they will click on it. For example, you can target people based on their interests, location, age, and more.  This is the essential to getting cheap trarffic on facebook and it should be the cornerstone from which to base all of the other strategies in this list.

2.) Use a clear and compelling ad copy:

Your ad copy should be clear, concise and compelling, and it should clearly communicate the value of your product or service. This will help increase the likelihood that people will click on your ad. Use images and videos: Images and videos are more engaging than text-only ads, and they can help increase the likelihood that people will click on your ad.

3.) Test different ad formats:

Facebook offers a variety of adformats, such as carousel ads, video ads, and more. Test different ad formats to see which one performs the best for your audience.
